This pre-proposal has now graduated to actual proposals in the form of Draft LIPs. See:

• LIP-91 A bundle which proposes the creation of the onchain Livepeer treasury governed by the community.
• LIP-92 An LIP which proposes how the treasury can get populated via the protocol.
