This pre-proposal has now graduated to actual proposals in the form of Draft LIPs. See:

- [LIP-91](https://github.com/livepeer/LIPs/blob/master/LIPs/LIP-91.md) A bundle which proposes the creation of the onchain Livepeer treasury governed by the community.
- [LIP-92](https://github.com/livepeer/LIPs/blob/master/LIPs/LIP-92.md) An LIP which proposes how the treasury can get populated via the protocol.

Discussion for these two proposals should be broken out and can now move to these two forum threads.
