Governance Advisory Board Candidacy

1 Who are you and how do you spend your time?

I’m Julien Bouteloup, founder of Stake Capital Group, an investment firm and venture studio behind projects like Rekt News, Stable Summit, and others. Stake Capital has invested in over 170 Web3 companies. I’m an engineer by training, with a background in machine learning and peer-to-peer systems since 2009. I discovered Bitcoin in 2010, Ethereum in 2015, and was part of the founding team at Curve. I now focus on building tools that support an open, transparent, and fair financial ecosystem.

2 Why are you a Livepeer contributor?

Livepeer represents what Web3 infrastructure should be: useful, efficient, and decentralized. I see video as a fundamental primitive of the internet. I also have deep respect for the team, who’ve stayed focused, consistent, and continue to innovate year after year.

3 What is your relationship with the Livepeer network?

I first worked with Livepeer in 2019, using it to build DTok, a decentralized pay-per-view platform, for the ETHCapeTown hackathon, which was awarded a prize. Since then, Stake Capital has run a reliable orchestrator, firmly believing in the importance of decentralized video infrastructure.

4 Why are you a good fit for the Governance Advisory Board?

I bring both operational and strategic experience, having contributed to governance systems in Curve, Maker, Aave, and more. Stake Capital’s investments across 170+ Web3 projects give me a broad perspective on network design and governance. @Louk, part of our validation and governance team at Stake Capital, will support me in this role as an operational delegate.

5 What is one area where the Livepeer network is strong, in relation to Governance?

Livepeer has laid strong foundations to progressively transition toward community-led governance. The LIP process, onchain treasury, and continued involvement from both internal and external actors show a serious, structured approach to decentralization.

6 What is one area where the Livepeer network could be improved, in relation to Governance?

Livepeer would benefit from bringing in more contributors with direct industry experience in video and AI. Governance should not rely solely on Web3 governance experts. Input from those in the fields Livepeer aims to impact is equally essential.

I would be glad to contribute and support Livepeer’s ongoing governance journey.
