Right now it takes 88K LPT delegated to a node for it to be in the active set. This is prohibitive for most.
We should support as much decentralization as possible (help more projects that will invest their LPT back into the network) without risking the operation of the network itself and 40 seems to be that safe maximum.
There should be no reason for it to be lower than this number if decentralization is a stated goal of the network, since the difference gas costs appears to be minimal.

Cannot think of any. The obvious risk of oligopoly or cartelization is evident. I may be missing some technical risks caused by raising from 25 to 40.

Decentralize the network, give more transcoders the option to operate, spread out the inflation rewards which should in theory lead to more innovation as it’s in the hands of more people, give more people the ability to learn operating a transcoder prior to Streamflow, when the active set is expected to be opened up anyway.
