Hello Livepeer Community!

Over the past two months of engaging with Livepeer as GovWorks Chair, we’ve been building a more streamlined and transparent governance framework for Livepeer, while refining processes for onchain treasury allocations. Here’s an update on our progress and a look at what’s ahead.

Recent Progress

  • Governance Wiki and Hub Completed: We’ve finalized the Livepeer Governance Hub, designed to be a central hub for the Livepeer contributor community. We’ve gathered valuable feedback from Orchestrators, which has already helped us refine the content and improve accessibility to ready the new GovHub for a public launch. The hub consists of a detailed overview of governance processes, tools for contributors, and intuitive dashboards for treasury funding transparency.
  • Governance Process Structured: The governance framework is taking shape with a new Request-for-SPEs process and SPE Proposal template now in place. This provides a more standardized approach to submitting and evaluating SPE ideas and proposals with greater clarity for all involved.
  • SPE Evaluation Criteria: We’ve created a set of evaluation criteria for SPE success and are working on implementing accountability measures to ensure projects stay aligned with Livepeer’s goals.
  • Community Engagement: We’ve engaged actively with the ecosystem, joining Water Cooler and Treasury Calls to engage in conversations and catch up on context. We will soon start hosting Treasury Talks to deepen community engagement and ensure transparency in GovWorks operations.
  • SPE Formation Support: We are already in contact with various teams who are looking to lead the formation and management of new SPEs and are guiding them through the process from start to finish

Governance Activity

Recent proposals:

The Education & Experience (E²) SPE, proposed by ORIGIN STØRIES, requests 4000 LPT and aims to leverage Livepeer AI technology to improve education, real-world use cases, and community engagement while increasing network demand and brand visibility. The six-month pilot initiative focuses on AI literacy, public experiences, and technical advancements, delivering educational content, immersive events, and creative workflows tailored for the Livepeer ecosystem.

Participation statistics:

Despite constructive criticism from community members, the proposal received overwhelming support during the voting stage, with 85.9% of votes in favor and a 68.3% participation rate, highlighting strong community alignment with this SPE.

Next Steps:

We will work with the proposer to align milestones, timelines, and expected deliverables with GovWorks. We’ll also establish a regular reporting cadence to track progress and ensure everything stays on track.

Thanks for taking the lead on getting the Livepeer ecosystem so organized and catalyzed around treasury governance and efficient resource allocation.

For those who aren’t aware, the Livepeer treasury has been accruing value far faster than it is being allocated out. But we have a LOT to build, so if we can be better at putting this funding to use with effective teams (through SPE’s), it will be a big unlock.

The Govhub and facilitation to help streamline and assist with the formation of the desired SPEs are great early steps.

As we kick off 2025, let’s take a moment to reflect on the progress made in December at GovWorks, highlighting key governance milestones achieved in the final month of 2024. The groundwork laid last quarter sets the stage for significant improvements to the Livepeer Treasury in the year ahead.

GovWorks Recent Progress

  • Governance Hub Launch: In December, we successfully launched the Governance Hub, a central resource for the Livepeer contributor community. Featuring detailed governance processes, contributor tools, and transparent treasury dashboards, the GovHub is designed to streamline operations and improve accessibility. Valuable feedback from Livepeer Inc. members, Orchestrators, and contributors helped refine the hub in preparation for its public release.
  • Streamlined Governance Process: A new governance framework is taking shape, including the Request-for-SPEs, Pre-Proposal, and SPE Proposal processes. These resources provide contributors with a clear, standardized approach to submitting and evaluating SPE ideas and proposals, ensuring efficiency and transparency in the decision-making process.
  • SPE Evaluation and Accountability: To ensure transparency and community trust, the Contribution Efficiency Framework (CEF) was introduced. This framework balances accountability with minimal bureaucracy, outlining reporting responsibilities for SPEs and ensuring they remain aligned with Livepeer’s goals while keeping the community informed.
  • Community Engagement: December’s Treasury Talk brought the community together for the final governance discussion of the year. Existing SPEs shared their End-of-Year reports, highlighting the great progress made in 2024, while new and prospective SPEs presented their plans for 2025. These meetings provide a platform for collaboration, feedback, and questions, strengthening Livepeer’s governance ecosystem.
  • SPE Formation Support: Over five new SPEs are in the pipeline, and GovWorks is actively supporting them to navigate the governance process. From idea formation to proposal submission, we are ensuring these initiatives have the resources and guidance needed to succeed.

The Education & Experience (E²) SPE proposal passed with a solid 87% support and 68% quorum. Proposed by ORIGIN STØRIES, it requested 4000 LPT for a six-month initiative and aims to leverage Livepeer AI technology to improve education, real-world use cases, and community engagement while increasing network demand and brand visibility.

The Request for funds: Livepeer AI Video SPE - Stage 3 proposal is live for voting, requesting 35,000 LPT to advance decentralized AI video compute. This phase focuses on developing real-time AI pipelines, optimizing batch and generative workflows, and improving orchestrator operations to drive adoption and boost network utility. With clear deliverables, including real-time AI integration and enhanced developer tools, the proposal aims to position Livepeer as a leading decentralized platform for AI-powered video compute while fostering ecosystem growth and innovation. Voting is open now—make your voice heard!

The Livepeer Agent SPE proposal will be live for voting in a few hours, requesting 6,440 LPT to integrate Livepeer’s inference capabilities into leading AI agent frameworks like Eliza. This initiative aims to position Livepeer as a premier decentralized compute provider for AI agents, focusing on real-time video streaming, developer-friendly tools, and community engagement. The proposal seeks to unlock new use cases and revenue opportunities within the rapidly growing AI agent ecosystem.

The Credits SPE pre-proposal aims to subsidize Livepeer network fees for high-growth projects, fostering adoption and increasing utilization. It introduces a structured funding mechanism, a standardized evaluation framework, and transparent impact tracking. Operating in three phases—development, scaling, and refinement—the SPE seeks $180,000 to support credit allocation, streamline processes, and align ecosystem efforts, driving measurable results and community engagement.

The Livepeer community has been highly active in Q1, with several key proposals shaping the future of the network. The community has been driving important initiatives forward from SPE treasury allocations to potential protocol changes.   • GovWorks SPE Approved: GovWorks is now officially an SPE, securing 9,000 LPT for governance support and treasury stewardship.

Looking Ahead

In Q1, 103,440 LPT has been allocated across multiple treasury proposals, funding AI, governance, marketing, and open-source initiatives. With 13 SPEs now active, the focus shifts to ensuring that treasury funds are deployed efficiently, governance remains transparent, and capital allocation aligns with long-term network growth.

Discussions around the Treasury Cap indicate the need for better stewardship of treasury funds, ensuring that LPT accrued from inflation is deployed at a sustainable rate before considering any cap increase. At the same time, as the number of SPE proposals grows, Livepeer’s governance processes must evolve to support more efficient capital allocation and decision-making.

Some Key Areas for Improvement

1. Treasury Allocation Inefficiencies

  • Quarterly LPT spending remains significantly below treasury accrual from inflation, indicating inefficient capital deployment.
  • SPEs request full funding upfront to avoid multiple governance proposals, potentially limiting accountability and adaptability.
  • Overlapping SPEs within the same domain create fragmentation and misalignment of resources.

2. Transparency & Accountability Gaps

  • Limited visibility into actual LPT spent from approved SPE allocations.
  • Inconsistent milestone tracking and verification reduce accountability.

3. Governance Process Challenges

  • Increasing proposal volume risks voter fatigue and declining participation.
  • No structured mechanism to prioritize high-impact initiatives.
  • Lack of an off-chain signal voting platform makes it difficult to align on non-treasury priorities.
  • No clear short-to-mid-term reference framework to align DAO contributors on objectives and impact evaluation.

Planned Improvements

GovWorks is collaborating with Livepeer Inc. and existing and emerging SPEs to improve stakeholder alignment and streamline capital allocation. The following initiatives are being explored to address our current challenges:​

Milestone Verification & Accountability

Integrate tools such as Karma’s Grantee Accountability Protocol (GAP), built on the Ethereum Attestation Service. This integration will enable all Livepeer Treasury fund recipients to self-report progress and milestones directly to the publicly accessible platform with oversight from GovWorks. The tool provides granularity in milestones reporting, an impact assessment based on funding goals, and deeper insights into fund utilization.

Treasury Utilization Strategy

Explore the implementation of minimum spending targets to align proposals with quarterly treasury allocation goals. Potential for overlapping SPEs under similar domains to consolidate and request larger funding tranches from the treasury to be allocated over longer time periods.

Governance Timelines & Predictability

Structure proposal reviews and voting cycles to reduce voter exhaustion and improve participation. Implementing predictable timelines will help stakeholders manage their involvement more effectively and mitigate the risk of voter apathy.

Signal Voting Activation

Deploying tools like Snapshot, a voting platform that allows DAOs and communities to conduct gasless and customizable voting to gauge community sentiment and build soft consensus for non-treasury proposals. Snapshot supports various voting mechanisms enabling the Livepeer community to experiment with various consensus-building strategies.

Prioritization and Roadmapping Initiative for SPE Milestones (PRISM)

Implement a structured community input process to establish a reference short-to-mid-term goal matrix that aligns stakeholders on priority areas for funding and development.
